License to practice medicine in Israel for a physicians who completed the studies of medicine abroad and have practiced medicine

​

Physicians who are graduates of recognized schools of medicine abroad and practiced the profession abroad, or physicians who completed their studies and internship abroad but did not practice the profession, will be eligible for a license to practice medicine in Israel only after successfully completing the government licensing examinations in medicine.


USMLE examinations

 

According to an amendment to the Medical Doctors’ Regulations that was approved by the Knesset Labor, Welfare and Health Committee and published in the government gazette, a physician who successfully sits the USMLE examinations, in accordance with the rules detailed below, will be entitled to a waiver of the government licensing examination in medicine:

 

The procedure for obtaining a license to practice medicine in Israel includes the following stages (detailed information appears below):

 

  1. Submitting an application for the licensing examination
  2. Examination, or exemption based on USMLE examination
  3. Receipt of a temporary permit
  4. Receipt of a permanent license

 

 

1. Submitting an application for the licensing examination

​

​The request must be sent, along with the required documents, by registered mailto the Medical Professions Licensing Department, Ministry of Health, as detail at "Service Details" below.

 ​

The application for examination may be submitted no less than 60 days prior to the examination.



 

2. The examination

​
The examination is held twice a year (winter examination and summer examination).

After assessment of the documents by the Medical Professions Licensing Department, the physician will be sent to undergo the government medical licensing examination. The application form for the examination will be forwarded to the scientific council of the Israel Medical Union for registration of the physician and scheduling him for an examination.

The physician will receive information concerning the date of the examination, its location and results directly from the examination committee at the scientific council of the Israel Medical Union, 35 Jabotinsky St., Ramat Gan, tel. 03-6100444.

 

 

Waiver of the Government Licensing Examination in Medicine

USMLE examinations

 

According to an amendment to the Medical Doctors’ Regulations that was approved by the Knesset Labor, Welfare and Health Committee and published in the government gazette, a physician who successfully sits the USMLE examinations, in accordance with the rules detailed below, will be entitled to a waiver of the government licensing examination in medicine:

 

  • A holder of a recognized degree from overseas who has undertaken a recognized internship overseas
  • If he successfully sat the USMLE examinations - stage 1, both steps of stage 2 and stage 3:

(USMLE step 1; USMLE step 2ck; USMLE step 2cs; USMLE step 3)

He shall be exempt from the government licensing examination in medicine and will be eligible for a license to practice medicine in Israel.

All this is subject to meeting the remaining conditions of the Medical Doctors’ Ordinance and Regulations.

3. Temporary permit

​
Those who successfully undertake the government licensing examination will receive notification of eligibility for a temporary permit to practice medicine for one year. Receipt of the license is conditional upon payment of the licensing fee of NIS 409 (the amounts change from time to time).

4. Permanent license

​

A physician who graduated abroad and who has received a temporary permit, has worked for a minimum of 12 consecutive months and who has received favorable professional reviews from a specialist physician, and who has successfully met the legal and regulatory requirements, is eligible for a permanent license.
The physician must submit the application for a permanent license to the Medical Professions Licensing Department and must attach the original temporary permit and the professional review.
Those eligible will be mailed a permanent license fee payment slip of NIS 786 (changes from time to time). Payment can be made at the Postal Bank (a payment slip will be sent by the Medical Professions Licensing Department)

After payment of the fee, the license will be sent to the physician by registered mail.

 

 

Criminal record check

 

In order to grant the license, the Ministry of Health must receive certification from Israel Police that the applicant has no criminal record.

The Medical Professions Licensing Department in the Department of Health will apply to Israel Police for this certification. After it is received, the license will be issued to graduates who have satisfied all other legal requirements.

By law, the Ministry of Health may not request this certification directly from the applicant.

Physicians who are graduates of university abroad and who submit an application for a license to practice medicine in Israel who also hold a certificate of specialization from abroad are also entitled, in addition to their application to the Ministry of Health, to also apply to the scientific council of the Israel Medical Union for recognition of their specialization, where all the conditions for their eligibility for a specialist title will be assessed.

Required Documents

  • Questionnaire for health care professionals in two copies.
  • 2 passport photographs.
  • 2 photocopies of your identification card, including the attachment showing your address.
  •  Tourists: Photocopy of your passport with a valid Israeli visa.
  • 2 copies of the application for examination.
  • Final degree from a recognized university, or alternatively confirmation from the university that you have completed your studies and have fulfilled all obligations to the university and are eligible for a degree in medicine, which will be awarded at a certain time.
  • Official confirmation of the start and end date of your studies.
  • An official certificate of successful completion of internship, including details of the wards in which the internship was performed and the duration of stay on each and every ward. Alternatively: an official certificate of at least one year of work in clinical medicine.
  • A foreign license to practice.
  • Official confirmations of having worked, from the relevant institutions, stating the start and end date of the employment at each of the institutions (or alternatively – an employment record book).
  • A specialist certificate from abroad (in relevant cases)
  • A professional Certificate of Good Standing from the authority authorized to issue this in the country from which the applicant immigrated to Israel, certifying that there are not and were not any disciplinary, negligence or professional ethics complaints against the physician.

 

All application documents must be delivered in duplicate.

 

  • Translation and validation of documents and certificates
  • Original certificates must not be sent to the medical professions licensing department. Instead, only copies must be sent.
  • Certified copies of documents should be certified by a licensed notary in Israel. The original notarized certification (with the red ribbon) should be sent to the Division, as well as an additional copy of it (a total of two copies).
  • Documents in languages other than Hebrew and Arabic must be translated into Hebrew by a qualified translator in Israel. A copy of the original document and its translation must be submitted.
  • Israel graduates are permitted to submit copies of diplomas, certificates of eligibility for a degree and certificates of practical skilling, where the fact of their being true to the original has been confirmed by the secretariat of the relevant faculty. 

 

 

 

Israel Nurse Registration

Procedure for Registration in the Registry of Nurses and Receipt of a Licensing Certificate

 

 

A person who wishes to practice nursing in Israel must have a license from the Ministry of Health and be registered in the registry of nurses. Registration in the registry is in accordance with the Public Health Regulations.

The procedure for recognition of professional standing as a nurse is determined by the Ministry of Health, based on meeting criteria which are updated from time to time and which reflect a person’s fitness to practice the profession, including:

 

  • General fitness, determined by: health status, the applicant being an upright person and a resident of Israel.
  • Professional fitness determined by: The Ministry of Health’s recognition of the professional training institution and of the study program, the student’s achievements during his studies, and the undertaking of government examinations.

 

A person who wishes to receive a license to practice as a nurse in Israel must successfully complete the government licensing examination in this profession.

 

 

A. Eligibility to Take and Register For the Licensing Examination in Nursing

 

Graduates of Programs of Study in Nursing in Israel

 

Graduates of programs of study in nursing in Israel, who have satisfied all the obligatory requirements of the program of study, are eligible to take the government licensing examination. Successful completion of this examination constitutes a necessary condition for registration in the registry of nurses in Israel.

Eligibility to take the licensing examination is determined after completing the program of study, and its approval by the Nursing Administration.

The required documents for certification of eligibility, registration for the examination and the receipt for examination and licensing fees paid by the graduate are conveyed by the secretariat of the Departments of Nursing or Schools of Nursing. For details, ask the secretariat of the educational institution.

Certification of invitation to the licensing examination shall be generated by the graduate via the internet two weeks prior to the examination (this certification should be shown when entering the examination).

 

 

Graduates of Overseas Programs of Study in Nursing

 

a. Criteria for Professional Recognition as a Nurse in Israel

 

Graduates of an overseas program of study in nursing will be eligible for registration in the Registry of Nurses in Israel only after completing the recognition procedure detailed below and successfully undertaking the government licensing examination in nursing.

 

Criteria for commencing the procedure for professional recognition as a nurse in Israel:

  • Citizen or resident of Israel.
  • In possession of a certificate certifying the completion of nursing studies in the country of origin.
  • Proof of working as a nurse in the country of origin for at least 18 months in the past 10 years, or completion of nursing studies within the past 10 years.


b. Documents required when submitting the application for professional recognition

 

It is recommended to send all the documents for recognition standing immediately upon arrival in Israel.

 

Graduates of Overseas Programs of Study in Nursing shall produce the following documents to the Certification Department of the Nursing Administration:

 

  1. Diploma in the original language.
  2. Transcript (detailed syllabus) from the educational institution, including the subjects studied, results and hours of theoretical and practical studies.
  3. Official certification of work as a nurse after completion of nursing studies, including specification of start and completion dates and role at work.
  4. Israeli bagrut (matriculation) certificate, or certification from the Certification of Studies Department in the Ministry of Education certifying equivalent education to bagrut (matriculation).
  5. Photocopy of identification card (including its attachment) / passport with general work visa.
  6. Photocopy of Teudat Oleh (Immigrant’s Certificate) / Returning Resident Certificate.
  7. Document certifying change of name (if the name on the certificate differs from the current name).
  8. Persons holding an academic degree shall produce certification from the Administration  for Evaluation of Foreign Academic Degrees at the Ministry of Education in Israel of education that is equivalent to an academic degree in Israel.

 

All documents that are not in Hebrew in the original shall be sent with an original notarized translation to Hebrew.

After receipt of the application documents in their entirety, an assessment will be performed by the Nursing Administration, in which the professional level and eligibility to sit for the government licensing examination will be determined. The candidate will receive a letter detailing the results of the assessment. (Eligibility to take the examination, rejection of eligibility, retraining program if required).

 


c. Conforming knowledge to the Israeli health system

 

Each graduate whose program is recognized for the status of registered nurse must undergo a unit of supplementary instruction for “conforming knowledge to the Israel health system”, focusing on professional topics unique to Israel.

Eligibility to sit the licensing examination is subject to this study unit.

d. Eligibility to take the licensing examination in nursing

 

Fulfilling all the requirements mentioned above will render the applicant eligible to take the state licensing examination in nursing. 

Certification of eligibility to take the licensing examination will be sent to the application by post on completion of the process.

After receiving eligibility to take the examination, the candidate shall send to the Nursing Administration a written application to take the licensing examination. 

 

The application should be addressed to the Examinations Department in the Nursing Administration approximately two months prior to the date of the examination, in one of the following ways:

 

Upon receipt of the application at the Nursing Administration, a notification will be sent to the applicant, which will include:

  • Details of the next examination - date, location and time of the examination
  • Payment slip in the amount of 385 shekels
  • Attachment including a declaration regarding dangerous disease and regarding criminal offences

 

The receipt of payment and the signed attachment should be returned to the Examinations Department at the Nursing Administration in one of the following ways:

 

 

 

e. Application to undertake the licensing examination in a foreign language and proof of knowledge of Hebrew

 

Graduates of overseas training programs are given the opportunity of undertaking the examination also in the Arabic, English, Russian, French and Spanish languages.

According to the Public Health Regulations, applicants to take the examination in the languages specified above are required to prove knowledge of Hebrew as a prerequisite for being registered in the registry of persons who are permitted to practice nursing in Israel.

Nurses who successfully undertake to government licensing examination in nursing in a foreign language without proof of knowing Hebrew will therefore only be allowed to practice nursing after undertaking an examination of knowledge of Hebrew, with a result of at least 65, no later than two years from the date of successfully undertaking the licensing examination in nursing.

It is noted that in the event that certification of successfully undertaking the examination of knowledge of Hebrew is not presented when two years elapse from the date of the licensing examination, the government licensing examination in nursing will have to be repeated as its validity becomes outdated.

 

 

Submitting an application to undertake the examination in a foreign language

 

A person who wishes to undertake the licensing examination in a foreign language must submit a written application, including personal details, including updated address, requested date of examination, type of examination and desired language, no later than 30 days prior to the date of the government licensing examination.

 

Proof of knowledge of Hebrew

 

Proof of knowledge of Hebrew shall be achieved by means of an examination of knowledge of Hebrew, which must be passed with a result of at least 65.

f. Issuing of authorization to participate in the examination

 

Issuing of authorization to participate in the examination is performed by the applicant via the website.

Issuing of the authorization will be available at the website starting from two weeks prior to the date of the licensing examination.

Issuing of the authorization will be possible only after person applying to take the examination fulfills the following conditions:

  1. Carries out registration for the examination
  2. The Nursing Administration certifies his eligibility to take the examination
  3. Payment is received for the examination

 

 

B. Licensing examination and obtaining a license

 

 

The examinations are conducted by the Examinations Department of the Nursing Administration, and are held twice per year. Dates of examination are publicized on the Nursing Administration website under the “Examinations” section.

 

Application for time extension in the licensing examination

 

The Examinations Department of the Nursing Administration approves a 25% time extension in government examinations for examinations conducted in writing or by computer by one of the following examination methods only:

  • Multiple choice examination.
  • Examination composed of open questions.

The populations entitled to a time extension in the examination are:

  • New immigrants who have been in Israel for less than 5 years
  • Temporary residents (as defined by law) who have been in Israel for less than 5 years
  • Persons with diagnosed learning disabilities

Submitting an application for a time extension

  • A person who wishes to have a time extension in the examination is required to submit a written application, with a photocopy of one of the following documents attached:
  • Teudat Oleh (Immigrant’s Certificate).
  • Interior Ministry certification of date of most recent entry to Israel or photocopy of passport showing the most recent entry to Israel.
  • Professional diagnosis performed by a professional person qualified to diagnose learning disabilities, in accordance with the conditions specified in Medical Administration Circular number 40/2010.

Licensing examination in foreign languages

 

As specified above, graduates of overseas training programs are given the opportunity of undertaking the examination also in the Arabic, English, Russian, French and Spanish languages.

Appealing the licensing examination

 

Persons with a result of 58-59 are entitled to appeal against the results of the examination.

Application to appeal against the examination results should be submitted in writing up till 21 days only from the publication of the result. Applications submitted after this time will not be accepted.

After succeeding in the licensing examination and fulfilling all the conditions for receiving a license, including payment and assessment of medical and general fitness, a license/permit, in accordance with the circumstances, will be sent by post to the applicant’s private address.

 

Issuing a license/permit to graduates of overseas programs of study

 

After succeeding in the examination and fulfilling all the conditions for receiving a license, including payment, assessment of medical and general fitness, and proof of knowledge of the Hebrew language (for those who take the examination in a foreign language), a temporary permit for one year will be sent by post to the applicant’s private address. 

On conclusion on one year of full-time work as a registered nurse (or the equivalent, but no less than half-time), under supervision and monitoring, subject to status as resident of Israel and on the basis of an assessment form sent to the permit holder together with the temporary permit to practice nursing, the granting of a permanent registered nurse certificate will be considered. 

 

 

Israel Dentist Registration

Application For License

 

A person who wishes to receive a license to practice as a Dentist in Israel must successfully complete the government licensing examinations in this profession (both graduates of Israeli institutions and graduates of overseas institutions).


The procedure for obtaining a license to practice dentistry in Israel includes the following stages (detailed information appears below):

  • Submission of an application for a license by the applicant, with the required documents attached
  • Assessment of the applicant’s eligibility to take the examination
  • Theoretical examination and practical examination
  • Temporary permit and Permanent license

 

1. Submitting an application for a license

​

​The request must be sent, along with the required documents, by registered mailto the Medical Professions Licensing Department, Ministry of Health, as detail at "Service Details" below.

 ​

2. Assessment of the applicant’s eligibility to take the examination

 

​The documents are assessed by the Medical Professions Licensing Department. Certification of the applicant’s eligibility to take the examination will be sent to the Dental Health Department, which in turn will send the applicant notification inviting him to the examination, as per the address available at the department.

 

3. Government Examination in Dentistry

​
The Dental Health Department holds the examinations twice a year (winter examination and summer examination). The examinations are published on the website.

The examinations are comprised of a theoretical examination and a practical examination (Stage I and Stage II examinations). An applicant who successfully completes the theoretical examination will receive an invitation to take the practical examination.

 

Examination Fee


The fee for the phase A examination is NIS 448, and the fee for the phase B examination is NIS 721. 

A copy of the fee slip should be sent by fax or email, and the slip should be handed over on the day of the examination.


In the theoretical examination, the applicant may choose to take the examination in Hebrew or Arabic. Translations into other languages may also be possible.


A letter specifying the result of the examination (pass or fail), and the applicant’s eligibility to receive a license, will be sent to his home.


Inquiries can be made to the Dental Health Department.

 

Appeal against examination results

 

Appeal Against Examination Results

A person who wishes to appeal against the examination results is entitled to do so within 30 days of receiving the results. The appeal shall be in writing, to the Dental Health Department, by email to dental.health@moh.helath.gov.il. Write in the email subject line: “Appeal Against Examination Results in Dentistry.”

Temporary permit and permanent license

Those who successfully complete the examinations (both stages) will be sent notification of their eligibility for a temporary permit together with a payment slip for the temporary permit fee of NIS 409 (this amount changes from time to time). It can be paid at the Postal Bank, or via the internet.

After the doctor practices the profession for at least one year under the temporary permit, he will be entitled to a permanent license to practice dentistry.

In order to receive the permanent license, the dentist must send the original temporary permit and the final dentistry degree to the Medical Professions Licensing Department.
Applicants who fulfill the legal and regulatory requirements will be sent a payment slip for the permanent license fee of NIS 786 (this amount changes from time to time). Payment can be made via the Postal Bank or via the internet.
