Ukrainian Medical Council

We offer a specially designed program for foreign doctors attracting to the Ukrainian services market. The purpose of this program is to provide comprehensive services in the organization of foreign specialists’ activities in Ukraine. It will allow bringing the medical services on the new quality level for population.

 

This program is to help foreign citizens - specialists in the medical sphere to legalize an official status in Ukraine and get legal bases for professional activity management.

 

The program consists of the following stages:

I. NOSTRIFICATION EDUCATION CERTIFICATES

Nostrification - is a procedure for recognition of international documents about Higher and Postgraduate professional education, which suggests the documents validity confirmation by governmental authorities in Ukraine.

 

For documents’ nostrification it is required:

 

1. Application for document recognition. (DOWNLOAD)

2. Consent to the processing (verification) of personal data.(DOWNLOAD)

3. Notary-verified copy of the legalized foreign education certificate.

4. Notary-verified copy of the transcript to the legalized foreign education certificate, attached to notary translation into Ukrainian. If the transcript for foreign education documents issued in Russian, the translation is not necessary. But a submission of a notarized copy of the document is mandatory.

5. Copies of primary Higher education or professional education documents (if available).

6. A copy of a document identifying the applicant and/or holder of the foreign educational document.

7. The copy of the document in case your surname was changed (if you have it).

8. Letter of Attorney (in case of a documents’ submission by another person).(DOWNLOAD)

9. A copy of the invitation (for people who have received an invitation for studying from higher educational institution in Ukraine).

10. Document confirming the payment for administrative services or a copy of a document confirming the right of deliverance from the payment.(DOWNLOAD)

If the compact procedure of verification is planned, additionally a certificate (original variant and verified copy) from the university where the document was obtained should be submitted.

This certificate should contain the following:

-  Whom the document was issued to;

- Who issued the document;

- What document was issued;

- Date of issue of the document.

- Reference number.

The fee of compact procedure:

- Official payment - $400 USA

- Company services of accompaniment - $200 USA

Time required: up to 14 working days.

 

 

II. THE MINISTRY OF HEALTH PERMISSION FOR MEDICAL PRACTICE.

After the successful completion of nostrification you should contact the department of personnel policies and anti-corruption at the Ministry of Health of Ukraine. A foreigner who wants to carry out medical practice in Ukraine submits an application and attaches the following documents:

Diploma recognition certificate (issued after nostrification);

- Diploma;

- Specialist’s Certificate;

- Work experience document (employment record book, as a rule; for countries where the employment record books are not provided, it is possible to submit the other documents to confirm the applicant's working places, like contracts copies, orders of appointment, etc.);

- The identification code issued in Ukraine;

- The copies of the documents about Post-graduate medical education, including medical training courses, advanced training certificates, job contracts, etc.

According to the application results, the additional conditions for permission to carry out medical practice are suggested as well. For example, internships medical training, post-graduate medical training, specialization advanced training courses. Length of each procedure is determined by the Ministry experts according to the level of education and relevant qualification.

Support fees make up the sum of 8000 UAH and over.

 

III. EMPLOYMENT PERMISSION.

This procedure is carried out in case of foreign doctor employment in health care institution.

To obtain permission the following documents are to be submitted:

- Statement.

- Two color photos (3.5 by 4.5 cm, passport type).

- Arguments for the foreigner to be employed.

- Letter of Attorney (order) for representation in the Employment Center.

- Revenue Service reference about debts lack.

- Pension Fund reference about absence of tax arrears.

- Payment check.

- Employment contract copy.

- Migration Service reference about the foreigner’s non-conviction status.

- Copies of employer documents about registration.

- Document copies about foreigner’s education.

- Foreigner’s passport copy.

Work permission is a basis for residence registration / appropriate level visa acquisition.

Support fees are assigned after negotiations.
